This document assesses the impact of providing that the existing leaders of the 12 specified English cities will automatically converted into ‘shadow� mayors from a date specified by Order made by the Secretary of State for Communities and Local Government.
A referendum will then be held in May 2012 in each of the 12 cities in which local people will be able to vote on whether they want a mayor for their city. Should local people vote for a mayor in the referendum, the election of the city’s first mayor will be held in May 2013. However, if local people vote against having a mayor in the referendum then the council will return to the leader and cabinet executive model.
